You've asked a profound question and given little detail. I suspect that you're facing an arranged marriage and are dreading the intimate aspect. I am sorry. Choice should be an option for all!
1. Yes, is the simple answer. But it gets very complex thereafter.
2. It has to do with the mental attitude/make-up of the person concerned. This is also easiest if you are talking about yourself achieving an orgasm. You need to be honest & determine what presses your buttons.
