When I try to download an attachment I can't open because of open dialog that needs to be closed?

Don't quite understand this. You don't indicate what the open dialog is.

When I download I usually indicate that I want to "save" it. Saving to the Desktop is quick and easy, then I check it out and, if I decide to keep it, cut/paste it into a folder I created for downloads.

I believe what you are trying to ask concerns adding an attachment (uploading). If the file is open, it will not attach and a message is displayed telling you that it is open and must be closed. So, yes a file must be closed in order to attach (upload) it.
