G'day Gem,
Thanks for your question.
A theory of everything (TOE) is a hypothetical theory of theoretical physics that fully explains and links together all known physical phenomena.
There have been numerous theories of everything proposed by theoretical physicists over the last century, but as yet none have been able to stand up to experimental scrutiny as there is tremendous difficulty in getting the theories to produce experimentally testable results. The primary problem in producing a TOE is that the accepted theories of quantum mechanics and general relativity propose radically different descriptions of the universe, and straightforward ways of combining the two lead quickly to the renormalization problem in which the theory does not give finite results for experimentally testable quantities.
If someone does come up with something that fits the criterion, they'll win the Nobel Prize for sure. Albert Einstein tried and failed to develop such a theory.
I enclose some sources for your reference.
Regards

Not yet, but science is working hard to complete it. TOE, or the Grand Unified Theory, would tie together the four known fundamental forces of nature -- electromagnetism, strong and weak nuclear forces, and gravity. So far, everything except gravity has been united.

It will exist as soon as the theory of nothing exists.
In the beginning there was a vacuum. So how do you create everything from nothing?

For what it may be worth to you:
E = mc2, basis of energy is the value of c.
m = E/c2, "c2" is equatable to physical time.
c2 = E/m, describes a gravitational field - physical time.
E = hf, the reason electromagnetic energy has differing energy values.
mk = hf, mass, being formed of electromagnetic energy operates under the same controls. As mass accelerates (gains kinetic energy) the mass shrinks in direction of movement due to mk = hf.
c = hf, describes the basis of this form of energy as existing as the value of "h".
There is a writing on my blog here at Yahoo entitled, "What is Time." It may be of interest to you.

it's believed to be real....but we havent figured it out yet...it is the theory that is supposed to unite the laws of relativity and quantum physics...

It probably does. Einstein couldn't find it, and I'm not even looking for it.
