1 (a) is correct because it involves more than 2 persons whether the teacher or students is mentioned first in the sentence. It's correct to say "Neither he or she knows" (only two persons are involved) and " Neither the students or the teacher know" (more than 2 persons are involved, i.e. at least 2 students plus the teacher).
2 (a) is correct because Dave was waiting for the result of the exam (instead of still studying for it) after he had sat for it . And there was at least a short interval between sitting for the exam & knowing the result. So there ought to be a pause (;) between studying for the exam & knowing the result after having sat for it.
