To get attention and start a thread of discussion which he/she is interested in initiating some gossip on.
It may also be to undermine or to bring down someone.
The most difficult questions to answer are the ones in which human mind and its action is involved. This one is one of them.

If 10 people are sitting in a circle talking and you perceive yourself to be at the bottom of the list but don't want people to be aware of it, what is the most expedient thing you can you do? You can direct their attention away from you. How do you do that? By trying to bring the focus onto something or someone other than yourself. If you are an insecure person you do that by saying something snide or planting an innuendo about someone else. This has the duel effect of taking the unwanted attention off from you and making you feel part of the group in an us against them mentality.

actually some rumors get started because someone tells someone else something, and that person passes it on but they change one word around and then that person passes that along and they also change some word and then it just keeps changing until it is far off from where it started, but by then that is what everyone is saying and thinking.

Jealousy - Most of the time people want something you have so they will try and destory it because they are jealous.
Or if they really do not like you they will try to hurt you by making up rumours.

Because they are too curious about other people's lives - that's why soap operas, reality TV, etc are sooo popular... If they cannot get into someone's life and know all about them, they just make up details... :) And because they are mean

2. People who are trying to "figure you out" make up things (especially if you're quiet)

it's to get attention for the person who started the rumor...it's also due to hatred and jealousy of others...

Narrow minded. Jealosy. Perhaps stupid as well.
Gossip can evolve into rumors.
Open minded people is what I like.
People able to see all sides of any issue, that's what we need.
