Just list it on the open directory http://www.dmoz.org . Allmost all search engines list the sites from dmoz and usually rank them higher as the opendirectory,s data is edited by real people and not just web spiders.

No professional search engine optimizer has submitted a web site for years because it is totally unnecessary.
Search engines work by crawling the web and following links. What you really want to happen is for the search engine bot to find a good link to your site and follow that, hence discovering your site.
