Find a Spanish-speaking friend of yours and explain the situation. Go with your friend to his house and ask whether he has some time to speak.
Explain the problem to him (via your friend) and emphasize that you don't have a problem with him mowing the lawn - you just have a problem with WHEN he mows it. Tell him when most people on your street mow your lawn.
As for the dog pooping situation - again, explain through your translator. Say that you've noticed his dog pooping on your lawn and you think this is dangerous for your family (especially your three-year old). Tell him to keep his dog out of your yard and advise him to keep it out of other people's yards because other people may not be as understanding. Remind him that the "law" is that owners must clean up after their dogs regardless of where they go.
Try to maintain a non-accusatory approach. Go for the, "we have an issue, I hope we can work together" approach. If he agrees to work it out, then thank him (say Muchas Gracias) and start being friendly to him (if you already aren't). He is more likely to stop what he's doing if he feels you are a caring neighbor (but please don't be fake, the guy could really be a nice guy... you can ask him to help you learn Spanish!). If he gives you a nasty attitude, then tell him you will have to address your neighborhood committee (hopefully one exists?). Good luck!

Well, there's nothing you can do about the lawnmower, as he isn't breaking any laws, and he might be mowing that early because he works, and there's no other time for him to mow it.
The boat running from 4-5, you might have a case against him for violating noise ordinances. Most cities don't allow you to make loud noises during certain hours of the night. It's usually 1 or 2 AM to 5 am or so.
As for the dog poop, your best bet would be to start collecting it, and throwing it back into his yard. It won't take long for him to get the hint on that one.

what the hell, how does he live in America and speaks no English. Maybe you should contact immigrations? if you want his dog to stop pooping in your yard her is what you do hahaha. First collect all the poop and put it into a plastic bag and place it onto his doorstep or hand it to him and point at his dog! he will know who made it.. I would assume someone in the house speaks English? man i wish i lived next to that prick, cause i would teach him a thing or two. You could call the police for the lawn cutting cause most neighborhoods have a noise ordinance for certain times of the day, and they will send a Spanish speaking cop to yell at him

The best way would be to draw pictures. Then put the slash sign through the lawnmower & clock set at 6am...etc. pictures always work for children and adults no matter what language barrier there is!

walk outside with a shotgun at 4 when he's running his boat. i'm pretty sure you won't have to translate that into spanish. a more subtle approach? there are language translators all over the internet. you can type in a phrase and it will translate for you. have your request translated and write it in a letter for him.

It is illegal, at least in my state, to mow your lawn before 8 am. It is also illegal to not clean up dog poop. I'm sure if you complain to the police it will stop.
