Sorry this is so vague, but here goes.
Band consists of one white guy? and one black guy.
Song is heavily Ska influenced /dance style
Date was late 90's early 2000's?
Video was mainly of a dog running through town. Towards the end it showed the band members in the dogs head essientially driving it.
Any ideas on the song title and bands name?
I could hum you the chorus, but thats not really going to help!

The streets are London the dog was a pitbull, I am wracking my brain here trying to get it as now have the tune in my head!

I see a problem here. Supposing Camshy eventually comes up with the answer, then how is he going to post it?
