Let him have x rupees and y 5 paisas
The initial sum is x + 0.05y
Now, if they are interchanged, the men will have 0.05x + y rupees.
therefore, 0.05x + y = x + 0.05y + 5.70 rupees
or, 0.95y - 0.95x = 5.70
or 95y - 95x = 570
or, y - x = 6
or, y = 6 + x ------ equation 1
now,
it the rupees are turned into 50 paisas and 5 paisa coins into 10 paisas,
0.5x + 0.1y = x + 0.05y -1.95
or, 0.05y - 0.5x = - 1.95
or, 5y - 50x = -195
or, y - 10x = -39 ----------equation 2
From equation 1 and 2,
(6+x) - 10x = - 39
or, 6 - 9x = -39
or, 2 - 3x = - 13
or, -3x = -15
or, 3x = 15
or, x = 5
therefore, from equation 1,
y = 6 + 5 = 11
Therefore, the sum is = 5rupees + 11X 0.05rupees = 5.55rupees
or 5 rupees and 11 five paisas.

There are no 5 paise coins in circulation in India, therefore your question does not make any sense.
