A bobber is a bike on which all the extraneous sheet metal has been trimmed to the minimum ... "bobbed" in the vernacular of the 1950s. It was a way to save weight. On a bike, weight reduction can be as important or more important than adding horsepower.
Choppers were the same idea, except more extreme trimming was indicated (frame cuts). Today, a "chopper" may have more extraneous sheetmetal than a stock vehicle, though ... the term has come to mean any customized bike.

a bobbed fender is a rear fender that doesn't cover the back of the rear tire. It goes back to old school chopper days, when all the extra weight was stripped off the bike to make it lighter and therefore faster.
