I'm surprised nobody has mentioned Adobe Illustrator. Of course it depends what kind of graphic design you are doing, but it may well be that Illustrator is a better choice than Photoshop if you are doing vector work all the time.
As for it's merits compared to programs from other companies I couldn't say, as I've never used anything besides Photoshop and Illustrator.
But then again, I think that fact speaks volumes about the quality of those programs.

Tough question.
If you are editing photos, Photoshop is King. If you are making graphics for the web, My personal preference is Macromedia Fireworks.
Photoshop is too expensive, and confusing for beginners if you want instant results. Fireworks is much more intuitive.
If you need page layout software, you might try anything from cheesy MS Publisher all the way up to Adobe InDesign.
If you want free, get a Linux Live CD (google it), the Gimp s free, and very powerful.

Adobe Photoshop CS2 with ImageReady. It is a complete package. The new Corel Suite X3 is pretty good and has some new tools that make it almost as good as Adobe, but it is still not there yet. Corel is about half the cost of Adobe, but I still like Adobe better!

Adobe Photoshop is the BEST for editor image, create skin, templates, graphic, everything if you have good skill, . . .
Adobe Illustrator is the BEST for vector image (good to create image for Macromedia Flash)
Adobe Image Ready is the BEST for web animation (small size, simple animation)
Macromedia Flash is the BEST for web animation (large size, beautiful animation), ecard, . . . . .
