I am looking at an additional Wedgwood set on EBay and although the price, right now is right, a lot of the platium is worn, do you think it can be fixed properly?

This cannot be done. No jeweler has the non toxic glaze to go over the china and metal paint. Talk to a local artist who does food safe pieces to see if they have a glaze? But I don't think it would be even enough not to show without a machine application.

you have to touch it up with the same kind of paint
