Monolith being an expansive tower into the heavens that comes to a point at the top. Specifically Im referring to the ones in London, Paris, New York, and Washington DC. Are they a tribute to someone or something?

These buildigns arent just monuments however, and governments rarely build them. It is often private corporations that fund and buidl these huge skyscrapers for their own needs, ie Canary Wharf in London is used by several banks as a national headquaters
