An avenue for example should have trees each side. A drive is a path leading to a house. A cresent should have a curve. Why do councils get it wrong with names?

Simple answer...not much. It depends to a great extent on the local jurisdiction that named it in the first place. However, the question was addressed by Cecil, see his web page listed below for more. His conclusion..."You get the picture. Lacking a detailed national standard (where are the French when we need them?), we're left with a muddle. One may hazard the generalization that long streets typically are called avenue, street, highway, road, etc., while short ones get terrace, court, place, and the like. But there are many exceptions even to this simple rule."

What is the difference between a road and a street?
A road usually runs between two more distant points, such as between two towns. A street is described as being a paved road or highway - in a city, town, or village, especially one lined with houses, shops, or other buildings. The implication is that if a street does not have these things, it will probably be called a road. When a town expands, sometimes what was formerly a road will become a street. The word road is the more general term, though, and can be applied to a street. Street is the narrower term.

Who knows where people get the names for roads, streets, lanes, boulevards, etc. any more. A boulevard is supposed to be divided for example.
In my opinion a street would have curbs, and a road would have rough edges.

A road is the surface you drive on.
A street is the place with houses you live on.

from my point of view...a street is a public part of the road while a road is a long surface route enough for vehicles to be driven on it.
