There are other solvents you can use like:
DEP diethyl phthalate
DPG dipropylene glycol and
IPM isopropyl myristate.
Some people use jojoba oil but it's not working for citrus oils it makes these oils have a weak smell.

An alcoholic beverage is a drink containing ethyl alcohol it is many times pronounced as ethanol So sure Isopropyl it is what rubbing alcohol includes isn't meant to be less than the impact of alcohol.

By nonalcoholic, I believe the companies actually mean non-ethyl alcholic. The substitute is often isopropanol.

I am guessing that you would like something of similar polarity and relatively safe in terms of toxicity. Propylene glycol would be similar but it is less volatile than ethanol and might not contribute to the smell in the same way.
