Govt might seek to limit the power of a Union for: 1. Planned Wage rises along with increase in productivity preferred by Govt is several times questioned by Unions based on other factors.
2. Redeployment of work force according to the needs of production and economy not well taken by Unions, since it involves relocation of its memebers, either in the same or other city.
3. Govt will not favour day-to-day problems to cause a hold up in the normal working of an organisation. This calls for negotiated settlement.

There's only one primary reason. The government is in the pocket of wealthy business leaders. Business leaders don't like to pay the workers a lot of money (because it reduces the bottom line) and they don't like losing control of their businesses to unions, so they convince the government to limit their power, then think of other, less relevant reasons for limiting unions, as long as they sound good to the general public, so the people won't object.
