Take it to a Movie Rental Store and ask if they will 'polish' it for you. They do it all the time with DVDs the rent out. People don't take care of rentals and they get scratched, dirty etc.
This works most of the time and worth a shot. Most likely they won't charge for the service as a machine does all the work and it only takes a minute.

Use a CD repair device. Skipdoctor makes a great one. They sell them at Best Buy, Circuit City etc...here's a link.

Have you tried:
- open My Computer
- Right-click on C:
- Select Properties
- click Tools
- run an Error check and tell it to automatically fix errors
then pray.
