Unlike Company Accounts which must be published for everyone, a business plan need not be made public, so an organisation is under no obligation to show you their Business Plan.
You could nip along to your local Small Business Gateway, as they may have some guidance, or Microsoft Office hold some good templates if you need an idea how to start.
Yet further, there are so many books out there, take a trip to your bookshop and look under small business for the books.
I think it would be a waste of time to ask local businesses to send you theirs, but you could chance it.
