Parging is usually done with a cement mixture to seal water out of foundation walls. It can also be done with a tar mixture also or over the cement parge. You should dig to the bottom of the wall outside to be really effective.
Search Google with "concrete parging".

Using the old way to parg a foundation is out of date. Now you can buy stuff in gallon cans that you just paint on the foundation to get the proper seal that you are looking for. Check with Home Depot or any other home improvement store or paint store. Good Luck
