Seriously, the rules are made by those in power. The US and its allies have the majority of the global military power (aside from China), so the US gets to unilaterally make the rules as long as it doesn't involve any of the other major military powers. Because the US gets to unilaterally make the rules, we declared that we're right, and those who oppose us are wrong.
Wish I had a better answer, but that's the reality of the situation.

They do! So long as it is against combatants, they can do whatever they want to protect themselves.
Note the reality of the situation though: like it or not, their attempts to resist many of the trends towards modernity, have isolated many of these countries quite badly. This is not necessarily a muslim issue (see Turkey for examples) but more of an issue of extremism.
Also note the reality that if NATO wanted to take every square inch of muslim territory away, they could do it without difficulty.
Also note that, guess what, that is not what they are doing! However, this shows how unbalanced the power of arms is currently: that is a reality that must be accepted.
The terrorist stuff seems like an attempt to bypass this reality by attacking non-combatants that are no direct threat, cannot defend themselves, and so attacking them is simply murder.
This cannot work in the long run. If isolation is what is really wanted, the best strategy is to cut-off trade and lay low (see N. Korea). Unfortunately, many muslim countries are hooked on trade and yet still don't want modernity...
....oops, sorry, that selection is not available. Ultimately, these more extreme muslim countries need to make some hard choices, realize that they have little power in reality, and are in some ways trying to buck trends towards modernity, while trying to get all of the benefits of that modernity via trade: so something has to give.
Violence isn't going to help though: that is all that I'm sure of. All that does is tick everyone off, and when a country is overpowered by 1,000s to 1, ticking the more powerful countries off is simply stupid.
