According to Michaelangelo, Italian males in the Renaissance had tiny winkles.

Michelangelo was trained using classical examples: The Greek and Roman gods were often shown naked as were victorious atheletes. These fine examples of "malehood" had several fine assents: a nice trained body, physically about 18 years old and the mental balance not to give in to seduction. Giving in to sexual lust was thought to be soft, wet, hot and therefore "feminine". A large whinky signaled this femini trade and was therefore not used in sculptures. They were made more masculine this way!

On the other hand a lot of large of the parts of the male anatomy can be found in cities like pompeii: They were symbols of good luck and fertility. Often they were used as a good luck charm (lamps in the shape of a large one in erection) or as sign to direct you to the nearest brothell!

Regarding you question: just looking at the italian guys right now... They act really masculine... maybe to hide a tiny you-know-what??? Or do you think we have come a long way since the Romans and come to accept a large one is a good thing??? LOL!

I don't recall reading that Michaelangelo ever made such comment, and I wouldn't say any of his art really reflected that view.

However, if your statement is true, I wonder how much experience he had of other cultures by which to compare Italians to. Everything is relative, right?

I suggest that, as Michaelangelo often did, you immerse yourself in a field study to find the answer to your question.
