well, as it is laser, and laser is light, when you burn a CD, the burning process makes micro holes in the media, each hole means a 1, and the distance between hole and other is zeros, for example, 100101, then it is a hole, a space without a hole, another space without a hole then a hole then a space without a hole then a hole.

so, in the reading process, there is a laser beam device and there is in the other side a laser sensor, when the laser device apply laser, if it penetrate the media, then it is a 1, if not for a specific time then it is a zero, and this specific time describe the number of zeros and the number of 1's

generally speaking, same way as any other discs, in 1's and 0's.
the player shines a laser at the disc and it either reflects or not (1 or 0). This is an over-simplified model, but you get the basic idea.
