Well, it you like 4 seasons, Minnesota has a lot of good things to offer a young parent looking for a good quality of life. The twin cities have some excellent public and private schools to choose from. Very progressive companies and besides the cold winter, a nice place to put down roots. I'm partial to St Paul, MN

I did some research on this more than a year ago for a woman who was pregnant and wanted to get the best child support payments for the baby. California turned out to be very good.
Under the Hague Convention on Child Abduction you can't just move from one country to another with a baby if the father has any paternal rights, you have to have his consent. (Our question then was whether, if the child was born in California, did that deprive the putative father in Europe of rights, and did he still have to pay child support, and the answer was yes to both questions. Especially since he worked for a US company.) The leading case is linked below.
That may not be your concern. And unfortunately, real estate is expensive (and rents high) wherever there are jobs.
That said, I have two comments on picking a destination. Look at sites such as the second, which helps choose retirement sites. Depending what kind of jobs you would look at, it might be pertinent. If funds are limited and you worry about schools, then pick a college town. The schools will be full of faculty member's children, highly motivated to study and succeed, so yours will be in good company.

Just don't go to Hawaii! It's way too expensive and the education system sucks and the minimum wage is crap compared to other places that it's cheaper to live.

I would look for the statistics of the different statess. For the crime levels, employment, poverty, health care, ect. and then make an educated decision instead of guessing. The internet has all of this information.
