Hide under the window til you hear she is on the other side about to peer through then.. JUMP UP & SCREAM WHILE BANGIN ON THE WINDOW.
After she has gotten the fright of her life and is clutching her chest mouthing the words "call an ambulance" give her the two fingers, close your curtains and go put your feet up.
OR.. you could smile rather invitingly and begin undressing whilst staring back at her. This one can be dodgey though.. she will either get really embarrassed and never look at you again, or she could be at your front door in a flash with a bottle of lotion. (not the desired effect so you will have to judge which reaction she will have to that one)

You have got a problem here and I wonder if there's MORE to this story?
Assuming you're in the UK you might want to have your community policeman visit you at home to discuss this. You need to get something documented as soon as possible and making the first complaint gives you a very good bargaining position. Bad neighbours can make your life HELL but I'm surpirsed if this person is doing it for no reason?
It is worth while making the effort to get on with your neighbours. But if I was you I'd go to the police. her behaviour is likely to cause a breach of the peace because one day something will just SNAP. You could also try to capture her on video?

Knock on her door and say "Hi, I noticed you were always staring at my house through your windows. Your a lovely lady but I wish to have my privacy just as I respect yours." If that doesn't work try closing the curtains or reporting her to the police.

It sounds to me as though she is lonely as well as lovely. She may not realise that this is making you uncomfortable or that she is being nosey.
Maybe you need to knock on the door and have a chat?
If that won't work try shutting the curtains while you eat or are doing something you feel is not for the nieghbors to see.
We have one two doors down who will stop and stare in the windows, I tend to ignore her.

Maybe if you just smile and wave calmly at her next time she does it, she'll get freaked out...
I nall seriousness, report her to the police. If you can take pictures of her staring in, that would be even better. It's invasion of privacy, and you shouldn't be made to put up drapes or curtains in your own property just to keep someone from looking in, especially someone that seems like they don't believe they;re doing anything at all wrong.

Is she in her own backyard? if so theres not much you can do except get curtains, or have that film put on your windows that you can see out of but people cant see in.
If shes coming onto your property then she is clearly trespassing and you could try getting it on video then reporting it to the police, a quiet word from them might be enought to discourage her.
How about growing some sort of thorny floral screen that still lets the light in but prevents her from seeing you?

Is there enoough room for a fence or privacy lattice? If so I would try that. You can plant some nice vines to grow up them also.
Another solution would be a 3 or 4 paneled screen to put up in front of your window. A few plants hung in front of them on shepherd hooks would decorate them nicely.

I know what you mean, i have these weird kids living next door. They are so freaky and they climb the fence to look through the window. I close the curtains, I'd rather sit in the dark than have their weird suken eyes starting at me!

She sounds lonely and crazy. Scary really.
If she's just looking out of her own windows - not a lot you can do, get nets or curtains maybe. If she's coming up to your windows and peering in - that's invasion of privacy - get proof and you can report her to the police and maybe get an ASBO.

You call your local police and have them do a police report. They will talk to her and if she doesn't stop, she could be arrested for tresspassing or being a peeping tom..
But lets step back one... is she hungry maybe? If she is an older woman on a fixed income maybe she truly is.. ever try to ask her instead of yelling at her? Just a thought.
