Instead of starting by trying to think of a way to "tell her I like her,"
First, try to strike up some snappy banter or calm conversation. This will not only show you if she's willing to talk with you, but it will also show if she is courteous to you and to regular people - finding out both of those things is important in any potential date.
Laugh easily. Don't worry too much about "initiating" or "saying the right thing." Instead, focus on being RESPONSIVE to whatever he does or says.
If you're not getting the feedback you want, slow your breathing and tell yourself, "It's okay." Politely slow down, but don't be rude. Don't worry about silences, just be easy going. Draw them to you with honey instead of trying to "win" them with the speed of your cleverness.
Don't try to do it all in one conversation.
If you hit it off well, compliment her and let her know the things you like about her. Or you could be casual and ask if she'd like to go for a walk with you. If that goes well, you might ask her to lunch, or a date, etc.

Hello, would you like to go out some time? Usually a pretty big sign you like her.
