I would recommend getting some spyware/adware help :)
These are some options you can choose to do:
1> Scan your computer for spyware/adware using a free software from Microsoft called Windows Defender: http://www.microsoft.com/athome/security/spyware/software/default.mspx
> You can buy Webroot Spy Sweeper here, it's very nice, safe and very up-to-date:
http://www.webroot.com/land/freescan-3000.php?rc=4929&ac=5190853
> Use Windows Update to make sure you have the latest security updates: http://www.windowsupdate.com
> You can download the latest version of Internet Explorer, it's the new version, fast, clean and secure:

My recomandation:
Try IrfanView from
http://www.irfanview.com
or if you want try a share ware program like Jpgenhancer
http://www.canadiancontent.net/tech/download/Jpeg_Enhancer.html
or PaintStar
http://www.canadiancontent.net/tech/download/PaintStar.html (2.6M)
or if are not decided take a look there
http://www.canadiancontent.net/tech/freeware/Image+Editors/
All are freeware and small image editors (less than 5MB)
Other options for simple to complex but greatyter than 5MB
Ones of very simples tools for photo retouching are Irfanview or Picassa
http://www.pack.google.com/ (google pack with other good programs )
If you want only picassa go there:
http://picasa.google.com/index.html
Also in the same category - basic enhancer, organizer
nero Photoshop
http://www.nero.com/nerophotoshow/eng/Download.html
Adobe Photoshop album SE
http://www.adobe.com/products/photoshopalbum/starter.html
Other option he GIMP-more complex likely to Adobe Photoshop 5 -6
One of the best manual for GIMP can be download from here.

GIMP a very nice free alternative of Photoshop. However there's no Image Post-Processing software for that small size. You could try ACDSee they have small editing function. Or if you're with Mac free iPhoto will do great job
