It's an attractive thought, but the fact is that it's both unprovable and ultimately meaningless. Some of the laws that govern things are as follows: An object in motion will tend to stay in motion until acted upon by an outside force. Two objects will exert a 'gravitational' pull on each other relative to their size and distance from each other. Certain elements will react differently with each other depending on their valences and other factors.
All of these are unbreakable laws - they exist. They can be demonstrated and shown. They can't be avoided. Both an atheist scientist and a man of the church will agree about them - it's pointless not to. Either these rules come from God or they exist in and of themselves. It's a question of 'watchmakers' to speak of which of these questions of origin is true, and it's ultimately a moot question, because whether or not these rules come from God changes nothing whatsoever.
We are what we are. The universe is what it is. God is just a complicating factor in our appreciation of that.

God created all things, so his laws ultimately prevail. If not, the universe would rapidly self destruct.
God's natural law, written in the hearts of men, governs the norms of human behavior.
God's commandments govern those who desire to come to know their creator better.
God's new testament church makes it possible for one to eventually become much like God.
All civil and criminal statutes are based on all or many of the above.
So yes, in this specific instance, and exactly as you propose the question, I would agree that Spinoza is right. I reserve judgment on everything else.

There is a certain truth to the statement.
Religions as a whole were created to give order, and define what was deemed to be a civilized culture. By doing this, even if the religion itself has fallen to the wayside, god does reside in the law.

It depends upon which of the following two statements you believe:
1) The universe works because it is designed this way.
2) The universe works because it evolved this way.
It's a bit black and white in this arena.
Some people need to know that there is concious control over their lives. Others don't.
Some people believe that other's need to be controlled. Others don't.
When one cuts away all of the emotional rubbish around religion and spirituality, the questions all come down to the above, in my opinion.
