First make sure the police have no holds on the vehicle, call them and ask, and ask where the vehicle is impounded. Gather up your proof of ownership (title or registration in your name), proof of insurance for the vehicle, and bring along your driver's license. With that in hand, go to the impound lot and pay the impound fee to pick up your vehicle. If you show up after hours, or on the weekend it will be more of course. Call the impound yard first to find out their hours and let them know you are coming after the vehicle.

Call the police station, find out where your car is impounded. Bring proof it is your car too (if it's only in his name your screwed), plenty of money (police impound has higher rates), and any other paperwork they say.

You have copies of e-mails, confirmations of changes. Confirmation of increased charges? New cover note. Bank statements for the online payment for the service charges. The notification of the change? Take copies of all this with you to the police, if they still won't accept your story then you have some serious questions to ask your insurance company.
