good suggestions on here, but which ever you choose do not go with the garlic idea. That is a myth and is actually toxic to your dog.

If you research all the flea topicals, they have made some dogs sick, even Frontline and Advantage. The worst one out there is Hartz. More dogs get sick from that one than any other.
Any dog can be allergic to any given product. You won't know until you have tried it.
I do use the otc, Bio Spot and have for over 10 yrs. I use it on my 3 dogs and on all the rescues that I have had. Never had a problem with it and haven't seen a flea or tick in over 10 yrs.

Get some garlic pills from the vitamin aisle. Slip your dog 1/2 a pill if the puppy is under 20lbs and a whole tablet if it's over 20lbs. every day. Stick it in a piece of meat or a treat. Take some of the garlic tablets yourself so that the fleas don't transfer to you. Fleas hate garlic and won't feed on animals that have a noticeable amount of garlic in their system. It usually takes 2-3 days for this to work. Also get a flea killing spray and spray all of the rooms in your house and wash all of the dog's and your bedding in hot water to help kill any residual fleas and eggs.

Flea and tick shampoo. Someone told me to use Bio-Spot for my dogs, it is cheap, but it made my pups sick, and I did some research on it on the net, and several dogs have died from it, so do NOT use Bio-Spot. Give your pup a bath. Mine are inside doggies so I bathe mine every 3-4 days. Dawn dish soap works really good, just keep it out of the pups eyes. You should really start saving to bring your pup to the vet. I can't "afford" vet visits either, but when I think about it, I would rather "afford" it, than lose my pet.

If you can't afford a vet you don't need the pet. There are thousands of flea products available over the counter for do it yourselfers. The question remains...if you can't afford a vet how can you afford the over the counter products?

The over the counter flea control products are known to make ur pets sick or kill them especially a trusted brand (hartz) this stuff is still on the shelves knowing it is unsafe for pets and humans that come in contact with it.
Bathe ur puppy in dawn dish soap. let the lathered soap sit on ur pup about 5 minutes this will kill the fleas. A vet tech told me this as she uses it on her pitbulls and it really works and is very safe.

Baths and brushing. But, you can buy some flea treatment (drops on the back of his neck) that really work at the pet shop for like $13.

Go to your vet office and ask for front line or addvantage its about $17 bucks. They will need to know how much the puppy weighs so weigh him or her before you go. Weigh your self then hold the dog and weigh subtract the difference. If you get the tube for the bigger dogs you can make it last for 3 months ask your vet how much to use of the bigger tube. Good Luck

nothing works except frontline and advantage that you get at the vet. your dog can get diseases from fleas, so get the meds ASAP. if you can't afford the vet, you shouldn't have gotten a dog.
