If your asking this question you must be to young. And that means you shouldn't be up and on the computer at this late of a hour. And do your parents know what your doing at this hour. If not you should show them what you wrote for a question and then hope they don't ground you for a year and at the very least Castrate you

The vagina is fully developed before birth, but it takes until puberty to for rest of her equipment to catch up. But I have to say, this sounds like a really creepy question.

Why do you want to know the minimum age of development? Why not ask about the appropriate age to be engaged in sexual behaviors?

Depends on the girl. All girls mature at a different rate and fully matured at a different age.
