my US citizen parents had applied for my immigration from India to US. Can i get a tourist visa?

Sure. It's only good for a limited time. You're better off with a student visa or a work visa. You can get multiple visas until your citizenship application is approved.

If your parents have filed for an IMMIGRANT (I-130 application) visa for you, chances are you will be denied a tourist visa because you have an immigrant visa application pending for you. You may have the option of obtaining an employment based visa (H-1B), but a tourist visa is not likely possible as USCIS or the consulate in India will assume that you are intending to STAY permanently in the US since you have an immigrant visa pending.
