First of all, it is technically NOT legal in the Philippines.

The bars (and laws) have been devised though so that it can be lucrative. They have what is known as "barfines" in that you can choose a girl from the bar, pay a fine to the bar for the "loss of an employee" for the night, and then whatever happens between you and her is between two consenting adults. Sex is pretty much assumed though, but techinically if the girl does it and accepts money for it, then it's illegal.

The bar is not allowed to have it take place on the premises, and if caught can lose their license AND the owner and manager would be taken to jail.

This is very much inline with online escort ad's for girls in the US. Their disclaimer is that they are not selling sex, just their time. Whatever happens past that is between consenting adults.

This is the same in Thailand, so don't go thinking that it's legal there too, even though EVERYBODY knows that Bangkok has it.

To answer your question, I don't think that legalizing it will do anything, and it especially wont do anything to stop the spread of STD/HIV. The girls currently in the bars now are required to go to a health clinic once a week to get a smear...and it's a joke at best in terms of catching anything like that.

Additionally, don't forget that this is a Roman Catholic dominant society and this would be a VERY strong taboo subject here. I can hear the protests already were this subject to make it's way into the papers here. Would it help tourism? Sure...it would bring in a crowd that would be, for lack of a better word, unwanted when compared to family's and honest people that like the scenery.

Why would we want to? Women should be treated with respect. Would you want your mother, sister, wife, or daughter to sell herself?
