I lived in Victoria and just outside of Victoria ( Sooke) for 12 years and my favorite place to go was a tiny little floating take out joint in James Bay ( walking distance from Inner Harbour) called Barbs. I loved it for the atmosphere. It's a tiny fish and chips takeout with a few picnic tables at Fishermans Wharf. People live on their houseboats there year round, and you can visit with the locals as you walk along admiring their flower gardens on board there boats etc. There is also a seal that comes right into the wharf area and makes a lot of noise until he gets fed and you can buy fresh fish from the fishing boats. Nothing fancy but a great place to spend a couple of hours.
You can also go for tea and crumpets at the Empress. The best place to go for sandwiches and deli type food is Sam's Restaurant. It has a wonderful outdoor patio and excellent sandwiches. Milestones is located right on Inner Harbour and the scenery is spectacular. You can watch the boats come in and see the buskers perform right from the upstairs restaurant. The food is excellent as well. I would also reccomend the Ferris Oyster Bar on Yates St. or Pescatores Fish House for seafood dishes. These two just mentioned are a bit pricier but the food is great. There is also an Italian Restaurant in the Mayfair Mall parking area on Douglas Street ( I can't remember the name off hand, but any local will be able to tell you) which has excellent Italian food with singing waiters. The tables are covered with paper and the serving staff write their names on it when they serve you and keep breaking out in song. It's a really fun place to go. There are some excellent Chinese restaurants in China Town as well.
Most of the tourist area is located within about 3 blocks of the Harbour and Parliment Buildings and is scattered with every kind of restaurant you can imagine so I would suggest just walking along and trying different places. The food in most places is quite good.

I don't know if these are local favorites, but I just returned from BC and ate out twice in Victoria. Once at the Garlic Rose (right side of the street when walking down Wharf St), which was good. We also went to Milestone's, directly at the inner harbour, which was recommended to me by a friend who lives in Victoria. I liked that very much! Try the spinach dip for the nachos :)
