I have played the Clarient for 12 years now, and I want to take lessons on the Oboe without spending an arm and a leg... Is Victory a good brand for Oboe, or can somebody suggest a good brand that is not too expencive???

What do you mean by "not too expensive"? There are no "cheap" oboes that will last you long enough to take lessons. I suggest a student model oboe that you can make small payments on.
Maybe a Selmer?

Maybe your teacher has a quality, older, still usable oboe he would be willing to sell to you at a reasonable price.
