"Humidity is very important for the successful hatching of lovebird eggs. In Southern California, where it can be extremely dry, many lovebird breeders supply wetted palm fronds as nesting material. Also, the food you are feeding them may be lacking nutrition they need. Look into changing brands, or mix another brand into what you are feeding.
Seperate them if you can. For a week or two. Put the cages in different rooms for a week then leave the cages side by side for a week then put them back together. That helped mine.
I'm thinking that you have 2 of one sex. Look into that first.
You may want to buy another nest box or two. Some birds insist on picking their own. Put them in the cage at different levels. A friend of mine gave me that advise. It works for him.
Get a book. It will have a picture of the correct nest box. Not all nest boxes are created equal you know, and birds can be picky.

if you get a third you should keep him in his own cage. Especially if you want him to bond to you. If you place loves in a pair they bond with each other and usually have little use for you anymore. If you place two together that you have bonded with they can stay bonded to you but it will require a lot of interaction on your part to keep them that way in most cases. i say in most cases cause sometimes you happen upon Great birds who can be breeder pairs and still be handled Most times that is due to the owner spending a lot of bonding time before they pair them up and after they pair them up. i have had pairs that would let me remove and feed the babies and put them back and not be bothered by it at all i have also had pairs that hated anyone messing in their cage. If you want to breed and plan to breed though Please do the reading and educate yourself learn how to hand feed day old chicks and up and know where to place them There is not much money in breeding but a Lot of work

My guess is they are both boys or both girls.
You need to ask yourself what you would do with the babies. Do you know several dozen people desperate to own Lovebirds? Because they can easily produce that many per year - for 20 years or more.
Seen any want-ads offering big bucks for Lovebirds? Probably not, the supply is plentiful.
Really think about it what you will do with the animals that could be produced by a pairing like this....

Might be that they are the same sex. And birds only mate at certain times of the year usually in early spring

Maybe both are female or male, I don't knowm xD try researching of how often love birds breed, is it once a year, once every 3 yrs blabla? xD sorry I'm not much help =( just suggesting

Maybe they are the same gender, or did you ask if they had mates before? Lovebirds only mate with one bird throughout their lifetime, so if they had a mate before, they wont mate.
