It's listed that way because Arabic doesn't translate letter for letter into English. Osama and Usama are variant spellings of the same name.

Depends on who you ask; for there are some countries where it is spelled each way. Usama is the proper and legal spelling I believe in an English translation, but the associated press uses a French adaptation of Osama.
