Sea level is defined as zero feet in elevation. Where the land meets the ocean as in florida on the beach is sea level. A few feet above sea leve is a few feet inland and let say you go two feet in ocean water on any beach anywhere, you are two feet below sea level. There are thousands of miles of coast line all over the world. By definition where they water meets the land in all those places you are at sea level.

If the land runs for a few hundred yards away from the sea at a really low level, doesn't it seem reasonable that the same land would run for a few hundred yards just below the sea?

You have to start somewhere.
Many towns were built along the sea because that is their livelyhood (fishing, ports for cargo shipping, recreation, etc).
Some cities were intentionally built to use the sea level for transportation (Venice) while others were actually built up above sea level (New Orleans, Mexico City)
It isn't so much of a coincidence. The seas were there before the places next to them.

They were originally built many feet above sea level , like venice .
As the sea level rises due to global warming these cities appear to be sinking . Eventually Florida will be nothing but a sandbar again .

Well it would seem to me that there are 10's of thousands miles of shore line. Wave action has erroded the shore lines for eons.
During that time sea levels have risen & fallen leaving an area of land near shore that is close to sea level.

On the formation of earth, entire area was divided in four parts. in which three part is land and one part land. initialy these lands were one, but as time passed the part of land split and started floating, this resulted the formation of hills and land. due to this only many area of the earht remain it actual hieght. it is a good to see that most of the area remaind as it was earlier, hence many part of the land is just feww feet above sea level.
