If you're asking about double jeopardy, yes, maybe. Depends on what the SJA wants to do. Sometimes, it's more convenient for the military to just let the civilian courts handle the case. Sometimes, they wait and see what the civilian courts do, then hand down some UCMJ of their own, which yes, amounts to double jeopardy, but that was in the fine print of your enlistment contract, along with the Feres doctrine, and a whole bunch of other legal fine points your recruiter probably didn't explain.
If they prove domestic violence, he's probably looking at referral to Family Advocacy for treatment, at a minimum, and likely a bad conduct discharge. The military prefers to show people like this the door these days, rather than waste the time and money to court martial and imprison them. A court martial is still a possibility, with a simple assault drawing a maximum punishment of confinement for 3 months and forfeiture of two-thirds pay per month for 3 months.

If both pressed charges on the other then the MPs would cite both of them for 'participating in an affray.'
Potential punishment would depend on the seriousness of the incident. In most cases the civilian would be required to show up in Federal Magistrate Court for a slap on the wrist. The military member will likely get an Article 15 (potential combination of loss of rank, fine, extra work and confinement to barracks when not on duty.)

It depends if his Chain of Command help him out or not. You could possibly not have any punishment or he could just slide ny with Anger management classes. Just depends.
