Cats display this behavior as an indicator of dominance and not just for reproduction.
You may have a dominant male cat and a submissive female.
Also if your male was fixed later in life, they still may "know what to do" if you get my drift.
Has your female been fixed as well?

It takes about 6 weeks for the urge/ability to leave a male cat. I have one boy that bugs my females from time to time even though they are spayed. He bites the back of their neck, but he can't do anything else. There is no "penetration". I don't know when or where you had your cat neutered, but there have been cases of the job not getting done properly, or if one testicle was inside the body and not removed that would explain it.
Best thing to do is consult with your veterinarian as it may just be a simple case of, "I'm the man"......

Two questions: At what age was your male cat neutered and is your female cat spayed? If your female is still "intact" and is in heat and your male was neutered as an adult, he will still "know what to do". Of course, nothing will come of it.
If both are fixed, it's just a dominance game.
Either way, it's nothing to worry about.

If your female cat is not spayed, then the male cat may still have the instinctual urge to mate. Yes, they can still have "sex" when neutered. The neutering procedure consist of removing the genitals(gonads). I would suggest having your female cat spayed if you haven't already done so. If you have, then you should have nothing to worry about.

Well he must have a strong will. because my cat was neutered and my female is not fixed and when she comes in heat my male cat could care less. Ask your vet i guess it does not take the urge away from all males.

It's entirely possible, especially if the cat has mated before boing fixed. Breeders will use cats like this to get their females out of heat, without getting the cat pregnant.

if he already got the instinct to do that before the male cat was neutered then he will still do it regardless of the sex of the other cat. it might be a dominance issue. of course, nothing will come of it cause hes fixed!

If the cat was neutered when it was already mature it's pretty normal. If it was fixed when it was a kitten then it's pretty unusual.
