Boot your computer with your Windows CD in the drive and boot from CD. Follow the on screen prompts and you will come to an option to format the drives.

If you want to format your main drive, you can do it by either using a the boot dist that comes with the OS that you want to install (sometimes the boot disk is also the main disk) or you can give Dban a try (see source). It's a fun little program that can do so much (formatting) that it will make your head spin.
If it's another hard drive on your computer, all you have to do is right click on the drive >> Format. It's that simple.
All you are going to need is a simple quick format. Unless you have sensitive information that you want to never be found again, you can use dban to do a guttman wipe. It's something like 35 passes of formating. Only someone who has a lot of money (hundreds of thousands) and time to spend, that data could never be recovered.

P.S. I have not used dban in a while, so I am not sure if it will format into a specific file system or not (like NTFS or FAT) but when you go to install your new operating system, it will automatically make write the proper file system to the hard drive

Search your favorite search engine for formatting your hard drive with your particular operating system. Make sure you have all the information for your computer handy and your operating system license code if applicable. Most importantly, don't forget to back up any files you want to keep including your email before you format.

Use your Windows XP CD, choose the option to boot from CD (may have to enable boot to CD from BIOS). Once windows text based setup starts you have the option to delete a partition create a new one and setup on the new partition... in fact windows will partition to NTFS by default.
There is no longer a need to use floppies or any utilities to format a PC. in fact many Linux Distros offer q-parted in-line with the install process...
Simply boot to the windows CD, or Linux CD, and choose to get rid of the partition and setup from the selected drive.
Be careful to backup your data (Of course)

well one you can do so by use a boot disk with dos on it
or you can use your OS cd rom if it is a bootable disk like XP
