just check who is the artist, what is his ranking,is this one of a series of works or single piece.what was his last painting's price tag etc.
But be sure a painting is a long term investment not a short term investment.

I had an Art Gallery once ..
A good artist, expresses itself first of all. This is one of the first Principles of beeing an Artist. Inspiration, Expression, Dedication, Technique.. are the most important...
A Painting may contain in itself some great applicated techniques, But if it's empty of expression, will not comunicate, it won't impress, be worth enough!
Proportions, areas of light and shade should be balanced. a good manage and study of colours also shoul be really important. Dramatism of the idea in itself, how was conceived, how was articulated..
Forms inside the painting (Big, medium, small) 30%30%30%,
Light.. good balance of iliminated parts, good and apropiate usage of colour.
Several great paintors make roughs before, so that they can apply the good proportions. (Rectangulo Aureo)
Intensity of expression, colour usage, good and unoticeable changing of proportions, light and shadows should be equilibrated, techniques various?, mixture of? good technique, or bad?..
Finally.. Art is really something that should encourage the observer to feel some kind of emotion. Good Artists .. know well that!!
So.. when you want to buy.. what do you feel??
If someone's painting makes you cry.. Buy it!!
If someone's painting brings you enjoy.. Buy it!!
If someone's painting inspires your inner soul.. Buy it!!
The greatest artists for me, are those who may make anyone stand up in front of their paintings and make them feel...

If the person who painted it is dead, it's probably worth something. Talk to a dealer.
If not, don't bother until the painter is dead.
Sad, but true. Ask any painter.

You will have to find a qualified appraiser and have the picture inspected. A good local gallery could put you in touch with the right party.

Barring Antiques Roadshow coming to your town, call local art museums and ask where you can find art appraisers.
