Maybe it's easier for Iranians to get to Dubai than other cities in the Gulf? There are also consulates/embassies in Doha, Manama, and Abu Dhabi.

Why would you want to go to the US? You would always be under suspicion. If you came to the UK they would probably "accidently" shoot you cos you looked like a terrorist. You might be safer staying at home.............and making the best of it.
