I called the police department and they say I have to have her license to get it (she doesn't have a license). I asked the public defender and he told me that that he couldn't give it to me because it has confidential information in it.

Anyone can get a copy of the police report, but there are certain things that may be excluded from the report. You just have to pay a fee.

The police report is a matter of public record, and can be
accessed by her by request, or she can give you temporary power of attorney, and you can get it.
They were wrong in telling you to get her license, and were stone walling you....
The above steps will work!!!
If they persist in hindering you, CONTACT your state Senator, and Representatives, and bring as much political heat on them as you possibly can!!! They can not stand the political pressure!!! I wish you GODS best, and your daughter!!!!!!!!!!!!!!

Case number should be sufficient. Be aware, the report you get will be redacted (lots of info expunged.)
