Aircraft dim lights during landing and takeoff because it is a sage of flight when the aircraft is most prone to accidents and crashes. Dimming the cabin will adjust passenger's eyes to the amount of light outside, so it won't take time for the passenger's eyes to adjust in the event of an emergency.

I am a flight attendant, and the lights are changed because they try to match the interior lighting with the lighting outside, so when you exit the plane, you arent blinded if it is too sunny. They might have dimmed the lighting because there were many clouds, or dark clouds to go through during landing, while you were up in the sky (above the clouds) it is alot more bright. You will notice the pattern over time.

I was once told it was due to power restrictions. They need to have the backup power in case of emergencies.
