Actually, you emigrate FROM the U.S. and immigrate TO the U.S.
Emigrate means "to go out from." Immigrate means "to come to."
It isn't the cost that's the problem. It's the taking the time (and granted, it's a lot of time, since the system is backlogged) to apply for citizenship. Immigration isn't wrong. Immigrants aren't evil. They just need to go through the process of applying for and acquiring legal status.
There are thousands of legal immigrants in the U.S., who came here, applied for citizenship, were naturalized, and are now tax-paying, contributing members of the American population.

It's not just money. State department check applicant's back-ground, finance, education,and criminal record. The department will make sure the applicant will be a productive member of the country. So they have to pass all these and interviews. These also take time; Depending on waiting list, it can be five years or more.
That's why I am worry about illegals. Nobody is checking who they are. the guy cutting your grass could be Murderer, Rapist, or child molester. I am sure most of them are good people just looking for work, but you never know !!!!!!
Economic side of impact is one thing, but all those MS-13 members..........

We limit how many poor immigrants can come because the taxes poor people pay don't begin to cover their cost in education and other services. Since we fund those services for poor people, it is a great deal for them if they can immigrate here, but it is at our expense. Illegal immigrants are budget busters that strain our services and drive down education.
No matter how many applications they put in, we can't let in the number that want to come here without ruining our own children's education. The rate of illegal immigration of poor immigrants is draining the services that by now SHOULD have a surplus to take care of baby boomers in their retirement years, but have instead been drained to pay for services for illegals.

Doesn't cost, you just have to pass the citizenship test.........I hear that's no easy task though.........They gave it to my daughter's Senior government class and more than half of the class FAILED..............
