Yeah this is Virgin Atlantic at it's luxurious.
I believe the bar is a First Class area. Typically the upstairs portion of a 747 is reserved for Business/First Class. I've never seen economy in a upper 747 except for Tower Air.
You can always check out Virgin Atlantic's website.
Usually, the 747 on any airline offers really good service because the 747 is typically used on prestige routes.

I've been on a 747 in first class flying from san francisco to honolulu years ago....there was a piano bar in the upper deck...but you'd have to look pretty far and wide for an airline that would pay the fuel to uplift a piano each takeoff --as well as give up the extra revenue space.
