My neighbor's dog is usually left outside for hours at a time and he howls and barks, yet still nobody ever lets him inside.
It is 11:30 PM now and he has been out for at least 2 hours already and I don't know what to do. I am not worried about the dog "disturbing the peace," I am more concerned about the dog's well being. To me, this constitutes neglect.
I cannot see into their yard to see whether he has food or water and it is not hot outside or anything, so I'm not sure if calling the Humane Society will work...(They follow up on all reports of complaints of dogs outside in the summer.)
I don't know these people either, but I am very concerned.
What can I do???

The only thing you could do tonight would be call the police and report the noise. You need to get a look at the yard where he is kept. Is he tied up? Does he have fresh water and food? If they are not providing the dog with those things, you can turn them in.

Animal and child abuse are alike. Nobody pays attention until it is too late. But, check out the yard. I don't think any dog should be
outside except to go potty or if you are playing with him.

I know people that have seen such abuse that they moved the dog some where safe. The authorities are very slow. Sometimes they need help in removing abused animals to good homes.

You could go over and speak with the people. It's better than climbing a ladder to see if the dog is OK. As it's after 10PM you can call the police for the noise even if it's not bothering you, explain that to them and let them know to check the dog and make sure he's OK.

Go next door with another person, and ring the bell, or knock on the door until they respond..Tell them that they need to keep the dog quiet...Be as friendy as you can be, but convey that you didn't know whether to call animal control or just speak to them first...If they are upset about being awakened, they will realize how annoying it has been to you..and to thieir dog...
If you prefer, you can tell them that you are worried about the dog, an ask if he is OK..and if there is anything you can do to help.....Hopefully you have awakened them from a sound sleep!!

Well u can go next door and talk 2 the neighbors or call the animal poice or secretly put food and water 4 the dog wether he has it or not.

If you are concerned, call the Humane Society. If the dog has adequate shelter, food and water then there won't be a problem, and if he doesn't, then you've helped save the dog.

Put an anonymous note in their letterbox about your concerns or place an information brochure about barking or responsible pet ownership in their mailbox.

Or perhaps you could write a letter to your local paper and hope they read it.

Failing that, throw a bone over the fence or call the humane society.

Its better u call the Humane Society just in case.. we dont want the poor dog suffering.. pls do something asap.. or else u could go to their house pretending to want somethin and check on the dog.. gl

well you should probally call the humaine societiy cuz they aren't going to tell who sent the report in. this happened to me once and that is the best thing for the animal. the humaine sociaty will stop by and if there is nothing wrong and they will just leave. if the dog is out for that long the people probally don't love it anyways and don't deserve to have an animal
