Strictly speaking it means no food or water. Sometimes they want you to fast for 12 hours before a blood test. Sometimes you are allowed to have water. Some religions have a fast as a personal sacrifice or for symbolic purification.
The word "breakfast" means you are breaking the fast--you fasted over night.

Fasting is when you voluntarily stop eating, either certain foods, or at certain times, or stopping altogether.
It's not just about deprivation; It usually represents a changed focus from fulfilling the needs of the body (instinct, traditionally thought to be a little more base, even vulgar) to fulfilling the needs of the spirit or the mind (supposed to be a higher goal).
It also gives you something to look forward to: fast's end, and a nice big feast. :)
