If they are little black bugs, they are beetles. You got them in a something with lots of starch. Flour, pasta , Rice etc. You entire cupboard or cabinets is probably infected with them. If the bag of rice was sealed, then you are probably ok. If it was a box of rice, then you pantry is infected with them. You can google and find many sites about how to rid yourself of them. Anything that is not infected with them needs to be put into air tight containers immediately. Zip-Lock bags, Rubbermaid or Tupperware containers etc.

The bugs will not hurt you. Put the rice in a bowl of water and the beetles will float, and you can skim them off, replace the water and cook it.

In Vietnam, every time we got hot meals in the field, it looked like it had pepper or poppy seeds in it. We ate it. Almost 40 yrs later I'm still here.

if you have just recently purchased the rice bags, and you have the receipts, go to the shop who sold you that, and return them. show them the insects found, tell them the rice is old, you either ask for fresh , clean stuff, or refund of the money.
these insects are found in rice, i fit has reamaine unused, and not stored properly, in air-tight containers. you must clean the rice, and not touch it with wet hands, or wet spoons.
if it can not be repaced, or refunded, i suggest you follow the following remedy.
remove all the insects, then in a large utensil, dry-roast the grains, on medium heat, taking proportionate quantities evey time, easy to handle.
dry-roast only till the rice-grains change a little color.
let cool, by spreading the rice on clean dry cloth, or un-printed plain paper.
store only when completely cool.
when you want to prepare something out of it, take the desired quantity, heat some butter in the pan, before that wash the rice, stir it in the melted butter till golden, then cook it by pouring sufficient quantity of warm water,or in a rice cooker.
you can make a pulav, or fried rice, with chicken, veg, or meat, after frying it, half-cook, add the fried meat, and cook together.
this will help you to get rid of the insects, and infection problem, and wasting it.
next time, check the dates, the grains, and store after cleaning only.

they are flour weevils. They turn into those little moths. 9 times out of 10 they come from the store intially. Try putting your dry goods like flour and rice in the freezer for a day or 2 and it will kill them. If you see that your pantry has those moths flying around you can buy traps that will attract the moths and you should see them dissapear completely in a week or so. Good luck!

Maybe meal worms or maggots. Don't eat them! It's probably okay, but they won't taste very good I'd imagine. And, there shouldn't be bugs in your rice. Or food in general unless the recipe calls for them.

The bugs you found maybe rice weevils. Get rid of the rice and clean the place you stored the rice.

i dont know what its name but i know its harmless. they infested the rice if the rice is kept in damp condition. what we normally do to get rid of it is spread the rice grains on the tray and leave it under the sun for few minutes. they'd go away. and you can cook your rice bug-free!
