Use insolation! Or put it inside the house!!. Bulid it out of brick maybe, or hay, or sticks.

It depends how much you're wanting to spend... we have a completely wooden dog house, and used shingle paper to completely cover the outside (roof, walls, etc.). We also used a rubber mat for a softer flooring. They seem to stay cool in 100 degree weather, and warm in the ice and snow. Total cost was a little over $100.
If you're not determined to build one, try one of the Dog-Igloos (linked below). I know several people who have these and love them. They come in a few different sizes to fit your dog. Good luck!

How about a wooden dog house but use insulation in the walls and ceiling like in a normal house. use carpet on the floor roof and walls too (make sure its removable so you can wash if necessary) and use weather proof bonding glue to seal all of the holes in it. Tile roofs are cooler than tin and wool is more breathable than acrylic and polyester(carpet) what it will come down to is how much you want to spend.

Mine all stay in though I do have a doggie door. You could get one of those eskimo dog houses. If you built it yourself insulate it well and make sure you give doggie a soft blanket.
